This is Pho. He's not human (as made evident by the six fingers, funky toes, ears, etc.), but I'm not entirely sure what he really is. Part plant, maybe. He's a rather pleasant chap with very, very confused morals that tend to involve setting people on fire to "purify" them. The chains are connected to his body; each link is a person he's "purified." Very sweet fellow aside from the Zealous Fervor he's got 24/7. He bakes cookies!
One of my more entertaining City of Villains characters from way back when. He is, indeed, named for a Silent Hill reference; his color scheme is heavy on reds (well, oranges and rusts; do you have any idea how many CoV characters use a red and black color scheme? ALL OF THEM.).
